Huang Xiaoxing wrote one of the best ethnographies of urban community building available in Chinese. With urban governance progressively being revolutionised in growing Chinese cities, Huang's book is an in depth look at one case that reveals both strengths and weaknesses of the government's strategy to rein in the urban population and to use communities as a way to pacify society and provide services to a diverse population, especially those more marginalised citizens who are suffering from growing economic inequality.
