2 Basic Provisions
2.0.1 The installation and construction contractor for metallurgical machinery ironmaking equipment engineering shall be qualified for relevant works,the construction and technical standards,sound quality management system,quality control and inspection system shall be established on site,in addition,relevant technical documents that are approved by the technical leader of the project,e.g.construction management plan,method statement,work instructions,etc shall be provided.
2.0.2 The construction drawings must be modified with the design change notice or technical verification document issued by the design institute.
2.0.3 The verified and calibrated measurement instruments must be used during quality inspection and acceptance of metallurgical machinery ironmaking equipment engineering.
2.0.4 The metallurgical machinery ironmaking equipment engineering shall be installed according to specified procedure,the hand-over inspection and records shall be provided between different type of work in different disciplines;the quality of all processes in own discipline shall be controlled according to construction and technical standards and the inspection shall be organized and records shall be taken when one process is completed.The next procedure shall not commence until its previous one is accepted.
2.0.5 Relevant organization shall be informed about acceptance on secondary grouting and other concealed works for equipments in metallurgical machinery ironmaking equipment engineering,relevant acceptance documents shall also be provided.
2.0.6 The safety protection devices for machines and equipments shall meet the requirements of design documents,the commissioning shall be completed during test run for the devices that require commissioning and the functions shall meet the requirements of design documents.
2.0.7 The installation quality of equipments and accessories shall be checked before commissioning of machines and equipments,the type,specifications,amount of lubricant grease shall be filled in all moving parts in accordance with the requirements of design document.
2.0.8 The installation acceptance of metallurgical machinery ironmaking equipment engineering shall be executed based on self check by the contractor and respectively for sub-divisional works,divisional works and unit projects.Divisional works and sub-divisional works should be divided as per the requirements in Table 2.0.8.The unit work can be divided as per the process systems or the use functions.A divisional work in Table 2.0.8 can be seemed as a unit work.For instance,the process structural steelwork of blast furnace body,installation engineering of blast furnace body equipments and so on can be seemed as unit works.Two,three or four divisional works can also be jointly seemed as a unit work.For instance,the two divisional works of installation engineering of ore silo equipment and installation engineering of coke silo equipment,can be classified as a unit work of installation engineering of blast furnace feeding equipment.

2.0.9 The quality of sub-divisional works shall be accepted in accordance with the following requirements:
1 The inspection results of dominant items are in accordance with the quality standard requirements in this standard.
2 As for the inspection results of general items,all machines and equipments shall meet the requirements of this standard.80% or above inspection points(values)of process steel structure shall meet the quality standard requirements of this standard,and the measured value shall not exceed 1.2 times of the allowable deviation.
3 The quality inspection records and quality certificates are complete.
2.0.10 The quality of divisional works shall be accepted in accordance with the following requirements:
1 The quality of all sub-divisional works in the divisional works is accepted.
2 The quality control documents are complete.
3 The no-load commissioning of individual equipment is accepted.
2.0.11 The quality of unit works shall be accepted in accordance with the following requirements:
1 The quality of all divisional works in the unit works is accepted.
2 The quality control documents are complete.
3 The no-load joint commissioning of equipments is accepted.
4 The appearance quality is accepted.
2.0.12 The inspection items for appearance quality of unit works shall be in accordance with the following requirements:
1 Connecting bolt:the bolt,nut and gasket are fully configured according to the design document,the fastened bolt shall be exposed out of the nut or flush with the nut,the exposed thread shall have no damage and the bolts shall be fastened in the same direction except those due to structural cause.
2 Sealing state:no obvious oil leak,water leak,gas leak.
3 Pipe laying:pipes are arranged in a straight and orderly manner.
4 Arrangement of acoustic and thermal insulating materials:materials are even in thickness,firmly bound and relatively flat on surface.
5 Painting and coating:paint is evenly plastered with no holiday,peeling and obvious wrinkling or bubbling,the color is basically uniform.
6 Walking board,ladder and handrail:these elements are firmly fixed with no obvious appearance defect.
7 Welding seam:welds are relatively even,the slag and spatter are basically cleared.
8 Cut:there is no cinder at cut.
9 Finished products protection:all equipments have no damage and the exposed processing faces are properly protected.
10 Housekeeping:the construction site is controlled in an orderly manner an there are no construction sundries around equipment.
At least 10 points shall be randomly inspected for all items above.
2.0.13 The quality acceptance records for installation of metallurgical machinery ironmaking equipment engineering shall be in accordance with the following requirements:
1 The quality acceptance records for sub-divisional works shall in be in accordance with Appendix A of this standard.
2 The quality acceptance records for divisional works shall in be in accordance with Appendix B of this standard.
3 The quality acceptance records for unit works shall in be in accordance with Appendix C of this standard.
4 The quality acceptance records for no-load commissioning of equipment shall in be in accordance with Appendix D of this standard.
2.0.14 Any quality incompliance with relevant requirements must be treated or reworked and then reinspected without delay.
2.0.15 It is forbidden to accept any works whose quality is not in accordance with relevant requirements and the safety use requirements are not met after treatment or rework.
2.0.16 The quality acceptance for installation engineering of metallurgical machinery ironmaking equipment shall be organized in the following procedure.
1 The supervision engineer(owner's project technical leader)shall organize the technical leader(foreman)of relevant discipline and quality inspector of the contractor for the acceptance of sub-divisional works.
2 The chief supervision engineer(owner's project manager)shall organize the contractor's project manager,technical and quality manager for the acceptance of divisional works.
3 After the unit works is completed,the contractor shall organize relevant personnel to take self check and then submit acceptance report for the works to the owner.
4 After the owner receives the acceptance report for the works,the responsible person of the owner(project)shall organize the contractor's project manager(including subcontractors),design institute,supervision organization for the acceptance of unit works.
5 When unit works is to be executed by a subcontractor,the general contractor shall assume full responsibility for the subcontractor,the subcontractor shall inspect and assess the items of own subcontracted works according to the procedure stipulated in this standard and general contractor shall assign personnel to participate in these inspections and assessments.Relevant documents about the works shall be submitted to the general contractor when the subcontracted works is completed.
